Workshop lobby UI is broken#19

There are a few UI issues with the Workshop Lobby screens, mostly when it comes to navigating them with the arrow keys or a controller.

In the “Join Public Workshop Lobby” screen, you can’t use the arrow keys to navigate to the “Close” button. You can navigate down to “Refresh”, but pressing the left arrow does nothing.

In the “Join Private Workshop Lobby” screen, you can use the arrow keys to navigate outside of the window that opens, by pressing left when selecting the “Close” button. This lets you select one of the blurred-out “Join Lobby” buttons in the background, despite a window in front already being open.

Should be all set because of the UI update being merged into workshop
