It uses unreal engine so I don’t think so unfortunately

Unreal Engine is owned by Epic Games, and they only allow the “Unreal Engine Developement Kit” for it to be distributed on their store, The Epic Games Store.
The RoA2 Mod Kit is actually just a modified version of the “Unreal Engine Developement Kit”, so sadly it can only be released on Epic Games Store.

That makes sense.

Also what happens if the epic games store goes bust? But nevertheless the answer for right now makes sense
